School administrators recognize the accommodation of foreign exchange students as a privilege that is extended as a courtesy to such organizations, and insists that these organizations work within the established guidelines for foreign exchange students wishing to attend their high school.

Each year, candidates who wish to be considered for one of four foreign exchange openings at the high school must submit all requested material to the Registrar's office by April 15.

      Attached to this letter are the documents necessary for you to understand and begin the process for having a foreign exchange student selected for enrollment at NAME High School for our next academic year.

      One of the documents provided is a copy of the guidelines and policies adopted by the Board of Education regarding foreign exchange at NAME High School.

 Please read the official Board policy carefully, and keep it for your records.

     The second document (NHS-FE1) is the actual application form you must use to request consideration of a candidate for admission.  This is one of the documents that must be returned to (Name), the counselor/registrar at the address listed on the application.

 Do not return applications to the high school building.

EACH YEAR, CANDIDATES WHO WISH TO BE CONSIDERED FOR  ONE OF FOUR FOREIGN EXCHANGE OPENINGS AT (NAME) HIGH SCHOOL MUST SUBMIT THE ATTACHED APPLICATION TO THE REGISTRAR’S OFFICE BY APRIL 15.

Please:

-Fill out all information requested on our application completely.  We will make our decisions based on the information provided; we will not review incomplete applications.

-Do not substitute any paperwork standard to your agency in place of this application.  However, we do want your standard paperwork to accompany the application.

-If you need more room to respond to our questions, feel free to attach extra sheets as necessary.  Please submit any supplemental materials that you feel will familiarize us with your organization.

      The final document (NHS-FE2) must be signed by the authorized local representative of the sponsor organization and returned with the application.  If your candidate is selected, you will receive a copy of this procedure for your files/reference.

 NAME School Board Foreign Exchange Policy Guidelines

The Board supports the concept and goals of established programs designed to bring foreign students to this country as enrollees in NAME city Schools.  However, the Board also recognized the accommodation of foreign exchange students as a privilege that is extended as a courtesy to such organizations, and insists that these organizations work within the established guidelines for foreign exchange students wishing to attend NAME High School.

In the interests of both the foreign students and the programs and goals of the district, the following regulations will apply to admission of foreign exchange students to NAME High School.

PROCEDURES FOR ADMITTANCE

Only established and acceptable organizations designed to promote the interests of foreign exchange programs shall be considered in sponsoring a foreign exchange student, and these agencies shall submit data on their organizations and procedures prior to placement of students.

Any request for admission must be received at the  REGISTRAR’S / COUNSELOR’S OFFICE by April 15 each year (this date to be published in local media and on the district web site).

Individuals residing in the NAME City School District must seek placement for a foreign exchange student through an established agency.  Requests for placements by any other means will not be considered.

Requests from individuals or sponsor organizations asking that we bypass policy or procedure for making decisions on foreign exchange student placement will not be considered.

A maximum of four exchange students shall be admitted to NAME High School is an academic year.

Preference will be given to students who are at least 16 years of age and who reside with families of students enrolled at Name High School during the period of the exchange student’s attendance.

The sponsoring organization shall ensure that the student has a proper student visa.

Medical and accident insurance shall be the responsibility of the sponsoring agency or student’s natural parents.

The Board of Education is in no way responsible for the financial needs of the foreign exchange student.

All class fees charged to students regularly enrolled at NAME High School are the responsibility of the sponsor agency or host family.

After the student has been admitted, a guidance counselor shall determine placement of a foreign exchange student deemed appropriate for his/her ability level and meeting his/her needs and interests.  Placement in elective coursework is based on seat availability.  Foreign exchange students will schedule their classes in August prior to the start of school.

An accepted exchange student may attend NAME High School for one school year.  While in attendance, exchange students are required to comply with all policies and procedures established by the NAME city School’s Board of Education (attendance, discipline, grading, etc.)

Additional counseling services (career guidance, ICP’s, college placement, psychological and substance abuse counseling) are not provided to foreign exchange students by N.H.S. personnel.

A)    The college search and application process is the province of the biological family and the student’s home school.  NHS will not be involved in the college search or application process for any FE student.

B)     Issues requiring personal counseling are the province of the biological family acting in concern with the sponsor agency.

Foreign exchange students are provided with a transcript showing credits earned while attending NAME High School, but will not be eligible to receive a NAME High School diploma.

Foreign exchange students will not participate in any level of state proficiency / graduation testing.

Host family issues are the province of the host family and sponsor agency; however, solutions involving changes in placement to a host family within the Name District must adhere to guidelines stated in form NCS-FE1 before an exchange student may continue to attend.  Students may not change their authorized placement without following these guidelines.  Unauthorized placements will result in the removal of an exchange student until requirements for a new host family placement have been met, and may result in the termination of the privilege to attend NAME High School.

Once the school year has started, NAME High School will not fill any remaining spots for foreign exchange students, or replace exchange students who leave or are removed from NHS.  NAME High School does not accept emergency placements of foreign exchange students experiencing difficulty in other districts.

Actions by agents of the sponsoring organization, host families, or exchange students in attendance at NHS which violate these board policies will result in the loss of future consideration of placement for students sponsored by a particular organization.
